Bay Minette is the Baldwin County seat, up where the pine timber starts at the north end of the county. The soil survey around Bay Minette shows three different problems inside a few miles. The ridges run Lakeland sand, which the survey calls excessively drained with rapid permeability. Water pours straight through it, and it will not hold a crown or a clean edge on its own.
The upland soils are the opposite. Bowie and Sunsweet are mapped as well drained, but the subsoil is only moderately slowly permeable. The Bowie description puts a perched water table 3.5 to 5 feet down in winter and early spring. Cuthbert on the side slopes is clayey and sheds water fast in a hard rain.
Then there are the bottoms. Bayboro carries a seasonal water table within a foot of the surface from November to May. Dorovan is muck, and water ponds on it. Pavement on ground like that fails from underneath, so the water gets moved first. Grading, ditches and driveway culverts come before any base rock.
Short drives in town tie into a city street. Most are paved in a day or two once the base is ready. The work there is mostly edges, tie-ins and moving water away from the house and the garage.
The rural drives are a different job. A drive running back through pine usually starts as sand or crush and run. It ruts, washes and turns soft where the subsoil holds water. Paving one means cutting the grade and crowning it so water leaves the surface. The soft spots get rebuilt before the asphalt goes on.
The Asphalt Institute recommends 6 to 8 inches of compacted crushed aggregate under a residential driveway. It puts the slope at about a quarter inch per foot from crown to edge. It also calls for an aggregate or soil wedge to support the edge. That matters on a rural drive with no curb. Your quote spells out the thickness, the base work and the square footage for your job.
Bay Minette carries more commercial and public pavement than a town of 8,500 usually does. The county offices, the schools, the college campus and the churches run lots that fill and empty at once. Around them sit the shops, the shop yards and the truck drives along US-31.
Baldwin County has added close to 30,000 people in four years. A large aluminum recycling and rolling mill has been going up at Bay Minette. Work like that brings contractors, heavy trucks and new buildings. Each one needs a lot built for the weight it carries.

US-31 runs northeast to southwest through Bay Minette, and the bypass carries both US-31 and AL-59. Those are state routes, so ALDOT decides what ties into them. Its permit manual sets the minimum side drain pipe under a drive at 15 inches. Regions can require 18, and pipes under drives need sloped end sections.
One ALDOT rule catches people out. Paving an unpaved drive, or resurfacing an old one, counts the same as a brand new entrance. The permit applies either way.
Off the state routes, the Baldwin County Highway Department permits driveways on county roads. It sorts them into four classes: commercial, major residential, minor residential and agricultural. The county application asks whether a culvert has been applied for, already exists, is not required, or is not county maintained. Inside the city limits, ask the Bay Minette planning office before work starts in the right of way. We build to whichever set of rules covers your road.
