What the ground in Daphne does to asphalt

Deep loamy fine sand drains well. It also shifts under load and ravels at the edges. Sand has to be cut to grade and compacted before any asphalt goes on it. The low ground along the creeks is the opposite problem, and it stays wet.

Then there is the slope. Daphne's bluffs run from sea level to about 120 feet, so drives here fall hard toward the water. Mobile averages about 66 inches of rain a year, and July is the wettest month of all. Runoff that is not carried away will cut under the edge of a driveway.

So the first work on most Daphne jobs is grading and drainage. We cut the grade, crown the surface, shape the ditch line and set a culvert where the drive crosses one. Then the base goes down and gets compacted. The hot mix is laid and rolled while it is hot.

Daphne is the largest city in Baldwin County, and it has passed 30,000 people. That is up from 27,462 in the 2020 count. Subdivisions like Lake Forest, French Settlement, Jubilee Farms and Sehoy fill the ground between US-98 and Highway 181. Most of those drives are short. The work is a clean tie-in at the street and a flush edge at the garage and the brick steps.

Out toward Belforest, Brookhaven and the Whispering Pines Road side, lots get bigger and drives get longer. Plenty of them are still sand or crush and run that ruts after a hard rain. Paving one of those starts with the same base work, so the rock already there is rarely wasted.

Older drives crack along the edges and sink where water runs across them. Patching handles part of that. When the base is sound and only the surface is worn, an overlay costs less than a tear-out.

Daphne's commercial ground follows a few roads. US-98 carries the shopping strip through the middle of town. US-90 and I-10 meet at Malbis, where the newer retail and office sites sit. Highway 181 is picking up the same kind of building on the east side of the city.

Lots on those corridors take truck weight at the dumpster pad and the delivery lane. Those areas get a heavier section than the car stalls. Standing water is the complaint we hear most, and it is almost always a grade problem. We plan the work in phases with you so a business or a church can keep operating.

A site that disturbs an acre or more falls under the city's construction stormwater rules. Erosion and sediment control comes with the job. Once the new asphalt has cured, we come back for stalls, arrows and accessible spaces.

Who has to approve a driveway connection here?

It depends on who owns the road at your property line. Inside the city, grading and lot work runs on a Site Disturbance Permit from Community Development. Culvert permits along city street rights of way come from Public Works. On a county-maintained road, Baldwin County issues the driveway, turnout and culvert permit.

The county splits those by size. A drive serving one single-family lot goes through the Highway Department. A commercial drive, or one serving five or more lots, goes through Planning and Zoning instead.

US-98, US-90, Highway 181 and I-10 are ALDOT routes, so the state's turnout rules cover those connections. ALDOT treats paving an unpaved drive or resurfacing an existing one the same as a brand new entrance. Ask the road owner before the work starts, and we build the connection to what they approve.
