Fairhope sits on the bluff above the eastern shore of Mobile Bay. Old town is a grid of shaded streets off Section Street and Fairhope Avenue. Drives there run short and narrow, past brick steps and old tree roots. East of Greeno Road the subdivisions keep filling in along County Road 13 and Twin Beech Road.

The soil map around Fairhope is mostly Malbis and Tifton, with Norfolk, Orangeburg and Red Bay mixed in. All of them read as sandy loam at the surface. Malbis is rated hydrologic group C, so water moves slowly once it works down a foot or two.
Other spots do the opposite. Lakeland and Wadley sands run deep and loose, and they will not hold a crown or a clean edge. Down in the branch bottoms along Fly Creek and Rock Creek the map turns wet. Bayboro, Dorovan and Hyde soils sit there, all very poorly drained.
That is why grading and drainage comes first on this side of the bay. The Mobile area averages about 66 inches of rain a year, and July is the wettest month. Pavement laid over water with nowhere to go breaks up early.
In old town the drive is short and tight to the house. The work is careful: hold the grade flush at the brick steps and the walk, and keep the edge clean. Where a tree root has lifted the surface, the base under it gets cut out and rebuilt.
East of Greeno Road and out toward State Highway 181 the lots are bigger. Many of those drives start as crush and run while the house goes up. They get paved once the heavy trucks are gone. The rock base is already there, so the job is grading, compaction and hot mix on top.
Out at Montrose, Seacliff, Point Clear and Battles Wharf the drives run long. The ground drops toward the water through steep gullies, with Scenic Highway 98 along the bay below. A long drive up there needs a crown, a ditch line and the right pipe under it.
It depends on the road your drive ties into. Greeno Road is US-98, a state route, so ALDOT issues the turnout permit there. ALDOT uses form BM-111, and its permit manual sets a 15-inch minimum on side drain pipe under a drive.
Streets inside the city limits belong to the city, so ask Fairhope before anyone works in the right of way. Out in unincorporated Baldwin County the county highway department permits drives on county-maintained roads. It sorts them into commercial, major residential, minor residential and agriculture, and takes the applications through its online portal.
One rule catches people off guard. ALDOT's manual treats paving an unpaved drive, or resurfacing one, the same as a new entrance, permit and all. We build to whatever the road owner requires.
Commercial pavement here lines Greeno Road, Fairhope Avenue and Section Street downtown, with more going in along State Highway 181. Those lots take delivery trucks, school traffic and weekend crowds. A lot built for cars alone gives out where the trucks turn.
Fairhope counted about 22,500 people in the 2020 census and about 26,000 by mid-2024. Baldwin County grew close to 13 percent over the same four years. More traffic on the same lot means potholes, faded lines and standing water show up sooner.
