Gulf Shores sits at the bottom of Baldwin County, where the Gulf meets flat coastal ground. Beach and dune sand runs in a narrow strip along the water. Behind it the ground turns flat and wet, with the water table close to the surface. Condo lots, rental drives and the parking lots along Gulf Shores Parkway all sit on that ground.

Away from the dune line, Gulf Shores is flat and the water sits close to the surface. The USDA soil survey maps Leon and Plummer soils through here. Leon is a poorly drained sand with a water table 6 to 18 inches down for months at a time. Plummer holds a seasonal water table in the top 10 inches from December through July.
Sand that looks dry on top is not the same as ground that drains. Pavement built on it without grade and pipe will pump and crack at the edges. So the first work on a Gulf Shores job is the grading and drainage. We cut the grade to shed water, then build and compact the base.
The hot mix goes down last and gets rolled while it is hot. Storms test that work hard here. Hurricane Sally came ashore at Gulf Shores in 2020 as a Category 2 hurricane. Orange Beach recorded 29.99 inches of rain from it.
Most of the pavement in Gulf Shores and Orange Beach belongs to a group, not one household. Condo buildings line West Beach Boulevard, East Beach Boulevard and Perdido Beach Boulevard. Each one has shared lots, drive aisles and trash pads. A board or a property owners association decides when that work gets done.
Rental houses run the other way. At Fort Morgan, Laguna Key and along Little Lagoon the drives are long and open. Sand blows across them, and the edges break down first because nothing holds the asphalt in. We build a supported edge and keep the grade running water off the drive.
Ono Island and Bear Point have private roads and shared lanes. We set the sequence with you and work to the calendar you give us. Sealcoating and fresh stripes come after the paving, once the surface is ready.
It depends on the road you tie into. Gulf Shores Parkway is AL-59. Fort Morgan Road and Canal Road are AL-180, and the beach boulevards are AL-182. Those are state routes, so ALDOT's driveway rules apply.
ALDOT works from a turnout permit. Its manual sets a minimum side drain pipe of 15 inches under a drive. Regions can require 18 inches. Paving an unpaved drive or resurfacing one falls under the same rules as a new entrance.
On county-maintained roads the Baldwin County Highway Department permits driveways, turnouts and culverts. Inside the city limits, the city building department is the office to ask. The road owner's rules decide the pipe, the apron and the tie-in, and we build to them. Ask before the work starts, because the answer changes road by road here.
AL-59 runs through town as Gulf Shores Parkway and carries most of the commercial traffic. Shops, restaurants, offices and motels sit on it, and so do their lots. North of the Intracoastal Waterway the road runs on to Foley, about 11 miles up. Our second yard in Robertsdale is about 21 miles up the same road.
Church and school campuses in Gulf Shores and Orange Beach have the same job to do. Lots take heavy use in season and sit quiet the rest of the year. The job gets split into phases so a business or a church keeps operating. Sections under truck lanes and trash pads get built heavier than the car stalls.
New pavement gets parking lot striping once it is ready: stalls, arrows, fire lanes and stop bars. Accessible spaces and access aisles get marked to the 2010 ADA Standards. Older lots that are still sound often need patching and crack filling before anything else.
