Monroeville is the Monroe County seat, and the town still turns around the courthouse square. Downtown drives are short and tight, set against old street grades and curb lines. Past the AL-21 Bypass the lots open up, and a drive on Pineville Road can run a few hundred feet. Log trucks and mill traffic work the same roads, and heavy loads show up fast in thin pavement.

The ridge Monroeville sits on is Coastal Plain sand and loam. USDA soil maps across town read mostly well drained, with Bama, Saffell, Malbis and Poarch as the main series. Shaped and compacted, that is good subgrade, because water moves through it instead of sitting on it.
The trouble sits in two places. Flomaton sand maps as excessively drained and stays loose, so it will not hold a crown or an unsupported edge. Down in the branch bottoms the maps turn to Atmore and Bibb, both poorly drained, with Escambia somewhat poorly drained on the flats between.
So the answer changes every hundred feet down the same drive. On the loose sand we build the drive up on compacted crush and run before any asphalt goes down. In the wet spots the fix is grade and pipe first, because pavement laid over standing water fails from underneath.
It depends on which road you tie into. Inside the city limits the street department keeps the city right of way and the storm drains along it. Monroeville exempts driveways that sit no more than 30 inches above the next grade from a building permit. So the drive itself is usually not a permit job in town.
On AL-21, AL-41, AL-47 and US-84 it is ALDOT. The ALDOT area office that covers Monroe County is the one in Grove Hill, the same area that covers our home county. A turnout onto a state or US route runs on ALDOT Form BM-111, and the property owner is the applicant. ALDOT sets a 15 inch minimum on side drain pipe under a drive, and a region can require 18 inch.
Sloped end sections or sloped paved headwalls go on that pipe. Paving an unpaved drive is treated the same as a new entrance, so an upgrade needs the permit too. County roads run through the Monroe County Engineer's office, and those rules are not published online, so call and ask first. We build to whatever the road owner sets, and we put in the culverts and drainage pipe the job calls for.
A county seat carries more pavement than its size suggests. The lots here serve county offices, schools, churches, shops and a community college campus. Retail parking runs along South Alabama Avenue and out toward the bypass. Church lots sit on the side streets and on the county roads outside town.
A lot gets built for what drives on it. Car stalls, a delivery lane and a dumpster pad do not carry the same load, so the section changes across the lot. We plan the work in phases with you, so a store stays open or a church keeps its Sunday parking.
After paving, the lot gets laid out and striped. Accessible spaces and access aisles follow the 2010 ADA Standards, and restriping a lot brings that duty with it. A lot with 25 spaces or fewer needs one accessible space, and 26 to 50 needs two. The car space runs 96 inches minimum and the van access aisle 96 inches.
Monroe County covers about 1,025 square miles, and most of it is timber and farm ground. Down AL-47 and west on US-84 toward Mexia and Perdue Hill, a house can sit a quarter mile off the road. Same story south toward Frisco City and Excel. The pulp mill out at Perdue Hill keeps loaded trucks moving west of town.
Plenty of those lanes stay gravel, and that is a fair answer for a long, low-traffic drive. Millings and crush and run both build a surface that sheds water once it is graded and rolled. When the drive gets paved later, the same base carries the asphalt.
Shared lanes and church roads come up often out here. In Alabama a county only has to maintain roads it has accepted into the county system. A lane that was never accepted is on the families who use it. That is the usual private road paving job here: several households on one drive, splitting one quote.
